Okay. Tara, because Tara has the slightly butcher voice. Fred's voice is so fem if it were any more femmy she would be a drag queen.

They're both fems. (Having a taser and being able to kill someone in cold blood does not make you a butch. Look at Servalan. Mmm.)

But Tara has a slight edge on Fred in butchness: her voice. Fred couldn't pass for a butch even if she cut her hair short and got Ivanova to dress her: she would sound like a fem cross-dressing.
