It adds, the announcement says, a couple of extensions to the INTERCAL language, among them support for computed ABSTAIN and computed COME FROM. Posts on alt.lang.intercal in the past few months indicates that computed ABSTAIN is a surprisingly powerful feature that can let a crafty programmer write entire useful programs with no explicit looping constructs whatsoever.
There is also a mention of a debugger, although that rather seems to go against the philosophy of the language.
