Is it reasonable to assume that tuition at UC Sunnydale would be about half as much (or less) as at one of the top-ranked places Willow was accepted to in late season three but chose not to go to?

Yes, but only because she's in-state. Going off what it costs at UCSB....it'd be 4-6K a year as compared to 20-30K a year at the other places; however, the important part is aid. A student as good as Willow would probably have all but 4-6K a year of her college covered by grants and loans, whereas, even with a Cal Grant, possibly not all of the UC Sunnydale cost would be covered. Her parents seem well enough off, so I imagine they're paying the difference, but it really wouldn't have made much difference, $$$-wise, for Willow to leave the UC system.

Hm. The real question is "Given that Willow's parents have saved up to send WIllow somewhere really good, would it be possible to use that money to send two girls to UC Sunnydale?". Only I didn't want to say that out loud, for (possibly silly) plot-hiding reasons.
