Definitely throughout most (all?) the time I've been around Tolkien fandom (as in "fangirling Orli"). So certainly from when the LotR films first started coming out. Can't say anything about HP fandom though, and that's where everything seems to come from these days.
To behave in the fashion of a stereotypical overenthusiastic fan for a (usually) short period of time. The specific use that made me think about the word was a discussion about the Doctor Who episode "The Girl in the Fireplace", where somebody said that the Doctor briefly fangirls Reinette when he realises who she is.
